City to apply for $180,000 AEDC grant to finish backup-generator system at CRC

Deputy City Manager Denny McPhate told the board the city intends to submit an Arkansas Economic Development Commission Community Assistance Grant application for $180,000 to fund a second permanent emergency generator at the Hot Springs Community Resource Center (CRC).
McPhate explained the project has been phased across funding cycles: FY25 CDBG funds financed supporting infrastructure (pads and retaining wall), and the FY26 CDBG action plan includes $130,000 for purchase and installation of the first generator with a $50,000 city general-fund match pending HUD approval. The AEDC program requires a minimum 20% local match; staff said the city can use FY26 CDBG as part of the match to create approximately a 50/50 funding split.
McPhate described the CRC’s role in shelter, emergency services and partner agency coordination and said completing the second generator would provide permanent emergency power for the campus. The application deadline provided in the presentation is Aug. 15, 2026; the request was presented for board review ahead of formal action on Aug. 4.
