EDA recommends committee after debate over expanding contracted CEDA services

Director Chris Hahn and Administrator Alissa Stelpflug presented budget estimates for increasing the contracted CEDA services from five days per month to two days per week. Hahn said assuming a July 1 start the remainder-of-2026 cost would be $7,846.50; the full annual increase is approximately $16,000. Administrator Stelpflug told the board there are funds in the EDA budget that could support an expanded contract for the remainder of 2026.
Board members debated whether expanding contracted CEDA services was appropriate without a corresponding increase in the City's $30,000 annual contribution to the Harmony Area Chamber of Commerce. Hahn cautioned combining Chamber director duties with economic development duties can deprioritize development work because of event-planning demands. Following discussion the board recommended the City Council create a committee to evaluate organizational options; volunteers named were Alissa Stelpflug, Kelsey Bergey, Erica Thilges, Becky Jones and Amy Bishop.
