Council adopts rules changes, establishes flag moratorium and approves appointments and refunds
Summary

The Newington Town Council approved several procedural and administrative items July 28.
Councilors voted to adopt the first 'bucket' of changes to the rules and procedures packet—specifically changes noted in sections 12, 13 and 14—by a voice vote recorded as carrying 8–0. The council also approved a moratorium that temporarily bans flying any flags on town property other than the official flags of the United States and the State of Connecticut until the council adopts a formal town-flag policy; the council created a three-member Town Council flag-policy subcommittee to draft recommendations.
Other approved items included property-tax refunds totaling $167.58 certified by the revenue collector, approval of meeting minutes from July 14 and the appointment of three members to the flag-policy subcommittee: Kathy Gonzalez, Bill Danieres and Nancy Capello. These actions were taken by voice votes recorded during the meeting (most recorded as carrying 8–0; some votes recorded 7–0 with absences noted).
