Cumberland County budget workshop proceeds for information only after no quorum

The Cumberland County Board of Supervisors called a budget workshop to order at 10:00 a.m. on Feb. 17, 2026, but the meeting proceeded only for information after the record states that "Due to the absence of a quorum, the Board of Supervisors was unable to conduct official business." John Newman, chairman and District 2 supervisor, presided.
County Administrator Derek Stamey continued the agenda to allow staff to present budget materials and requests as informational briefings rather than for formal action. On a motion by Supervisor John Newman, seconded by Supervisor Paul Stimpson, the board adjourned into a closed meeting to consider a prospective candidate for employment pursuant to Va. Code § 2.2-3711.A.1; the motion carried with Newman, Stimpson and Robert Saunders voting aye and Bryan Hamlet absent. The board reconvened and adopted a certification that only lawfully exempted matters were discussed and that no action was taken in closed session. The workshop was adjourned and the board set the next budget workshop for Feb. 19, 2026 at 10:00 a.m.
