Facing dry conditions and concern for the municipal supply, Monroe City Council on July 14 adopted Ordinance 7 01 2026 to establish enforceable watering restrictions and penalties. Mayor Johnny Parsons said the measure is intended to target those who do not follow the rules and to protect the community’s water supply.
The ordinance bans watering between 10:00 a.m. and 6:00 p.m. and sets a tiered penalty schedule: a verbal warning for a first offense, a $100 fine for a second offense, and fines that double for subsequent violations. The ordinance applies to both culinary and irrigation customers. Mayor Parsons stated that most residents have complied with restrictions and that the ordinance is “primarily intended to address the few who believe the rules do not apply to them.”
Councilmember Jason Bagley moved to adopt the ordinance; Councilmember Candice Barney seconded. The motion passed unanimously 4-0. City Recorder Allison Leavitt was directed to publicize the ordinance on the City website and through mass text notifications.
