Monroe City Council on July 14 adopted Resolution 7 02 2026 to apply the City’s allowable 5% annual cost-of-service increase to both base and usage components of culinary and irrigation water rates. City Recorder Allison Leavitt explained that the existing policy authorized up to a 5% increase without further process; the Council chose to apply the full 5% to both components rather than base only.
Councilmember Candice Barney supported applying the full increase to both base and usage, saying the community increasingly understands water’s value and infrastructure needs. Councilmember Perry Payne moved to adopt the resolution and Councilmember Barney seconded; a roll call vote approved the change unanimously (Bagley, Barney, Johnson, Payne). City staff will update billing schedules and public information to reflect the change.
Councilmembers discussed potential sensitivity among irrigation customers because meters were recently installed and recommended a public-education effort alongside the rate change.
