Tenant leaders Helen Frye and Sandy Flagg described ongoing fundraising for other critical needs (a generator, HVAC, and community room improvements) and said those resources are insufficient to cover the alarm upgrade, urging municipal support. Jean Donahue-Perron, chair of the Commission on Aging, spoke in a personal capacity as a retired physical therapist and emphasized that newer alarm systems can detect emergencies earlier and provide better outcomes for residents with mobility, hearing, or visual impairments. The public hearing was adjourned at 6:59 p.m.; no final board vote on the CDBG allocation was recorded in the minutes.
