Library Board approves 5% bonus for Librarian, authorizes employment negotiations and Foundation MOA talks

The Library Board voted unanimously to award Librarian of Virginia Dennis T. Clark a 5% performance bonus based on a highly favorable annual performance assessment, the Board said. The bonus was approved pursuant to Section 46.01(D)(2)(b)(1) of the Appropriations Act and will not be incorporated into his base salary.
Board members also authorized Chair Malfourd W. "Bo" Trumbo to begin negotiations with the Librarian and the Office of the Attorney General regarding renewal of the Librarian's employment agreement. In a related action the Board authorized the Chair and the Librarian to enter discussions with board counsel and Library of Virginia Foundation leadership regarding revisions to the Foundation's Memorandum of Agreement.
The motions were presented on behalf of the Executive Committee and approved without recorded dissent. Betsy Fowler moved the bonus motion on behalf of the committee; Paul Brockwell presented motions concerning negotiations and Foundation discussions. The Board recorded approval of each motion in open session following certification of a closed session earlier in the meeting.
The actions represent formal direction to Board leadership to begin contract and memorandum discussions; no final employment agreement or MOA revisions were presented at the meeting, and the Board did not set target dates for completion of those negotiations.
