Robbins told council the easterly–westerly shared-use path is funded through a PennDOT grant and must follow PennDOT's letting and design processes, which raises documentation, engineering and compliance costs. "This project was funded with grant monies that came from the department," Robbins said, adding that because of the funding source the project must be let through ECMS and adhere to PennDOT specifications.
Robbins also summarized Greenlight Go phase 2, which will coordinate roughly 22 intersections across major corridors to improve signal communication and traffic flow; design is underway and construction is planned for 2026. He said the project's 2026 cost is about $1.83 million and that grant funding accounts for roughly $1.46 million of that total, with the remainder paid from local-match funds.
Council members asked for specifics on local-match amounts and whether project costs increased from earlier estimates; Robbins cited increases in project-cost estimates and said staff will supply more detailed numbers in follow-up materials. Several council members expressed frustration that grant-administering agencies' processes add costs that ultimately affect local tax burdens.
