Committee recommends council update rabies-vaccination language to match current veterinary practice

The Troy Safety and Health Committee on July 27 recommended that city council amend ordinance section 505.15 to align local requirements with current veterinary practice on rabies vaccinations and to improve enforceability.
Patrick, a staff presenter, told the committee that the police chief consulted local veterinarians and the law director and proposed changing the ordinance because "when the original ordinance was passed, rabies vaccinations were only good for 1 year. Now there are vaccinations that are good for up to 3 years, I believe." He also said the current requirement that a rabies tag be clipped to a collar is difficult for officers to enforce, and recommended updating the wording to match state law and make enforcement more practical.
Committee members asked how officers handle found or stray animals. Patrick said officers are often first on scene and "they will talk, call animal control and try to coordinate something with them," adding that officers generally do not transport animals themselves because of potential liability. He described referral practices and noted staff provide resource sheets and advocate contacts to help place animals or people in need.
The committee had no public comments on the item and agreed to proceed, directing staff to prepare the ordinance language and forward the recommendation to council. The committee did not record a roll-call vote; members agreed to send the paperwork to council for the first reading.
