New preservation 'CAC' concept could replace Concept B in Ross Facilities Master Plan

Project Manager David Kelly told the Council that the CAC concept emphasizes preservation and rehabilitation of the existing public safety building, limited new construction, and consolidation of Town functions into a single integrated civic facility. He framed the CAC proposal as conceptually distinct from Concept B, which relied more heavily on new construction and a distributed campus layout.
Kelly said the CAC submission is preliminary: "the CAC proposal remains conceptual and requires additional evaluation of site circulation, public safety access, public works operations, utility infrastructure replacement, and long-term operational needs." He added the CAC concept could ultimately be treated as a new preferred alternative—informally referred to in staff discussion as "Concept D"—but required further refinement before any formal amendment.
Staff recommended that, if the Council wished to proceed with the CAC idea, the Facilities Master Plan be amended to update the preferred development concept, refine departmental programming, update project cost estimates, and develop a project description sufficient for environmental review. Council members agreed the amendment is the appropriate next step but debated how much statutory or housing‑policy language to include within the resolution itself.
