The Ross Town Council on May 6 directed staff to prepare an amendment to the Town’s Facilities Master Plan to incorporate the citizens’ advisory committee (CAC) preservation concept as a potential preferred alternative to previously chosen Concept B.
The resolution, adopted unanimously (5–0), instructs the Town Manager to begin preparing updated program descriptions, refined departmental space programming and cost estimates, and to develop a project description sufficient to support environmental review. Town Manager Christa Johnson recommended language to emphasize speed and scope: "Such analysis shall be expeditious as possible and shall include development of a comprehensive project scope, fully burdened cost estimate…," language the Council incorporated into the final resolution.
Project Manager David Kelly told the Council the CAC proposal emphasizes rehabilitation of the existing public safety building with limited new construction and consolidation of civic services, whereas Concept B prioritized new construction and a distributed campus approach. Staff emphasized that amendment to the Facilities Master Plan is an initial, non‑binding step that does not authorize construction; any formal plan adoption or project approvals would come after additional technical and environmental review and future Council action.
Council Member Teri Dowling moved to adopt Resolution No. 2623 as amended; Mayor Pro Tem Elizabeth Robbins seconded. The motion carried unanimously (5–0). The Council also authorized staff to continue with the RFQ‑based consultant selection process to support development of the amendment and return to the Council with recommended next steps.
