Planning Commission approves special exception for second dwelling on Wray Road parcel

At its April 16, 2026 meeting, the Mecklenburg County Planning Commission approved a special-exception request from Tonya and Hattie Martin to place a second dwelling on Parcel Record Number 13423 (Deed Book LR-2-95), located on the southeast side of Route 623 (Wray Road) about 1½ miles east of Route 621 (Country Club Road).
Property owner Tonya Martin told the commission the second dwelling would be used for her aging aunt, who is moving from New Jersey so she can live nearby and receive care. "Mrs. Martin advised the Commission that she is requesting a special exception to place a second dwelling on my 20-acre parcel," the minutes record.
Randy Crocker moved to approve the special exception and Derperdine Webster seconded. The commission imposed four conditions: (1) it will not be detrimental to the public welfare, (2) it will not adversely affect the health or safety of persons or the neighborhood, (3) the applicant will meet VDOT requirements, and (4) the site must comply with the Mecklenburg County Zoning Ordinance that requires an SEP for a second home in AG zoning. The motion passed with eight 'aye' votes; Landon Hayes Jr. abstained.
The approval authorizes the applicant to pursue the second dwelling subject to the listed conditions and any subsequent permitting requirements under county and VDOT rules.
