Commission recommends creation of Capener Agricultural Protection Area covering ~2,205 acres

The planning commission on June 18 voted to forward a recommendation to the Box Elder County Commission to create Agriculture Protection Area APA26-02. The APA application groups parcels across Riverside, Fielding and Plymouth into a roughly 2,205-acre area to preserve agricultural zoning and protections for landowners.
Staff explained APA criteria, including the effect on county planning policy, whether the land is zoned for agricultural use (the parcels were rezoned to Agriculture Heritage Zone at the county-commission level), whether the land is actively used for agricultural production, and whether the land is viable for ongoing agriculture. The planning commission recommended the APA without modification and staff will prepare the recommendation letter for the county commission.
The recommendation means the county commission will take the final decision on APA designation; landowners within an APA must consent in writing for future zoning changes to their parcels.
