Commission backs rezoning for Snowville-area gravel pit, urges truck routing to Exit 12

The Box Elder County Planning Commission on June 18 recommended approval of Z26-010, a request to rezone five parcels totaling about 861.23 acres near 23185 N Frontage Road from unzoned to MG-EX (Mining, Quarry, Sand & Gravel Excavation).
Proponents said the property has historical gravel extraction use and is well-suited for quarry operations. Brodie Calder, representing the applicant Derek Eliason, told commissioners the property "supplied the majority of gravel for I-84 back in the 70s" and said a conditional use permit would address setbacks, berms, dust suppression and drainage. Tom Checketts spoke in favor of the rezone.
Staff noted the parcels are currently used for agriculture and are remote; because of that, the proposal is less likely to affect adjacent properties, but increased truck traffic could affect unpaved agricultural roads. Commissioners discussed directing heavy trucks to use Exit 12 instead of valley roads to reduce local road wear. Commissioner Bonnie Robinson moved to forward a recommendation of approval adopting staff findings and conditions; the motion was seconded by Commissioner Jennifer Jacobsen and passed unanimously.
Conditions require compliance with Article 5 and Chapter 3-9 (MG-EX) of the Box Elder County Land Use Management & Development Code and all applicable local, state and federal laws. The recommendation will be transmitted to the county commission for final action.
