A string of East Garland residents urged the commission to uphold the AHZ. "Once the land is gone and developed, it can never be brought back," said Jennifer Stewart Thurston, summarizing the sentiment of many who testified. Commissioners highlighted that the RR-2 zone allows approximately 2.5 times the density of the AHZ, raising concerns about water availability, road capacity, and loss of the agricultural character the community had recently agreed upon. Commissioner Jed Pugsley moved to forward a recommendation of denial based on inconsistency with the county general plan and community effort, and concerns about facilities and roadways; Commissioner Jennifer Jacobsen seconded the motion and it passed unanimously.
The planning commission's recommendation cites the recent community process to establish AHZ in 2025 and the potential service and road impacts of upzoning as primary reasons for denial. The County Commission will receive the recommendation and staff findings for a legislative decision.
