Commission keeps Mantua rezoning (Z26-004) open, tables decision pending Mantua annexation letter

The Planning Commission kept the public hearing open and ultimately tabled Z26-004, a request to rezone approximately 96 acres near 1715 S Willard Peak Road from MU-160 to RR-5, citing an incomplete application due to the lack of an annexation acceptance or denial from Mantua. Staff highlighted limited facilities and constrained access in the area and said the Mantua Town Council was scheduled to consider annexation the same night but the applicant was not on Mantua's agenda, leaving the annexation status unknown.

"It is more likely the item will be discussed at next month's meeting," said Robert Thayne, Mantua Zoning Administrator, recommending the commission table the item. Resident John Hurd told commissioners he was concerned about additional heavy truck traffic through Mantua, strain on Mantua police and fire services, water availability for future wells, and the potential for septic systems to leach into Box Elder Creek. Commissioner Bonnie Robinson moved to keep the public hearing open and then moved to table Z26-004 for up to 90 days to allow the annexation outcome to be determined; the motion was seconded by Commissioner Jed Pugsley and passed unanimously.

The commission framed the table as procedural: without the annexation acceptance/denial letter from Mantua the application is incomplete, and the commission did not make a land-use determination pending the town's action and additional information on access and utility capacity.
