COO reports budget on track; preschool enrollment, covenants inspections, and pool season noted

Chief Operating Officer and General Manager Nick Elgas presented operational highlights to the board on Sept. 9, 2025. Elgas reported staff is on budget for the 2024–2025 fiscal year, that ACH spending limits were increased to facilitate bill payments, and that staff personnel reviews are ongoing. He said the preschool's 'Extended Hours' option has enrollment higher than projected.
Elgas also reported an operational incident in which the Virginia Department of Transportation cut a phone line serving the staff office and the preschool; as a result, both buildings were placed on Firewatch by the Prince William County Fire Marshal. He told the board the Inclement Weather Policy had been updated, that covenants inspections have increased and the enforcement cycle was under discussion, and that the extended pool season had been favorably received and is projected to remain within budget.
