At 5:00 p.m. Chair Ralph Lucero called the special meeting to order and the commission completed roll call noting Commissioners Ray Carpenter and Georgia Routzen Sanchez present and Commissioners Tanner Windhorst and Christine Lowery absent. Commissioner Georgia Routzen Sanchez moved to approve the agenda; Commissioner Ray Carpenter seconded and the motion passed 3-0.
The commission recorded several additional procedural motions: a 5:02 p.m. motion by Chair Lucero to enter executive session (seconded by Commissioner Carpenter) passed 3-0; at 5:33 p.m. the board returned to open session on a motion by Chair Lucero (seconded by Commissioner Carpenter) and voted to certify that only the stated topics were discussed and no final action was taken, 3-0. The chair adjourned the meeting at 5:36 p.m. The board announced the next regular meeting for May 28, 2026 at 5:00 p.m.
