Board members call for clearer referendum questions and better public engagement

Board of Finance Vice Chair Cathy Salchert criticized elements of the budget process and public engagement during the April 9 workshop, saying public workshops held during daytime or on a Saturday draw few residents and make it difficult for the public to weigh in. "I would like to find out if we can follow the suggestion that was made by one of the commenters at the public hearing on Monday. If we had a more meaningful referendum question, then we would know if someone were voting no, or whether they think the level of funding is correct," Salchert said.
Several members agreed the process could be more participatory and transparent. Kathleen Johnson and others suggested exploring shared services with neighboring towns as a longer‑term efficiency strategy. While the BOF did not alter its recommendation, members urged procedural reforms to increase resident engagement before the annual vote.
