A city staff member summarized a formal signal-warrant analysis and said the intersection did not meet the Federal Highway Administration criteria for a signal. "We did a signal warrant analysis for the intersection, and it's a very formal process prescribed by Federal Highway Administration," the staff member said.
The staff member said engineers compared levels of service for the existing intersection, a proposed signal and a roundabout, and concluded the roundabout would produce less average delay and fewer rear-end crash risks than a signal at this location. "The roundabout is actually an improvement in less delay per user than, existing in much less than a signal," the staff member said.
