Board of Finance Chair Houston Putnam Lowry read the draft resolution under Section 9.4.1(b) of the Town Charter and said the recommendation followed a public hearing and consultations with the Town Council and Board of Education. Lowry said the proposed budget strives to "preserve services while keeping next year's leadership in a decent position to focus on running the town rather than avoiding disaster." The board recorded the formal vote in the minutes and signed the call for the May 5 Annual Budget Meeting.
Town Council Chair Dan Polhamus, speaking during the workshop presentation, said the overall tax‑rate impact has been reduced from earlier projections — he cited a reduction from roughly 4.7% to about 3.7% — but warned the town's reliance on interest income creates volatility. Polhamus said further cuts to roads or capital to avoid tax increases would likely require "reductions in recurring expenses" such as personnel.
The recommendation now goes to the Annual Budget Meeting on May 5, where voters will consider the budget. The BOF minutes note the action was taken "after a public hearing duly held on April 7, 2025, and after due consultation with the Town Council and the Board of Education on April 9, 2025."
