Council orders fiscal plan, outreach for County Line Road annexation proposal

Council members directed staff to prepare a fiscal plan and outreach program as the next step in a renewed effort to annex properties along County Line Road.

Staff reported on a recent review and said a 1962 lawsuit the town had considered does not apply; staff inventoried current property owners and noted a mix of residential, agricultural and commercial parcels. A council member explained key requirements for annexation: a fiscal plan that outlines costs to the town and the properties, a timeline for extending services (town services must be extended within three years of annexation), and community outreach including public meetings and hearings before final action. "Then I think the actual next move is to prepare this fiscal plan, which would address all of those things," a council member said.

Council discussed potential cost drivers — sewage installation or grinder pumps where gravity service does not reach, fire hydrant spacing and other service-extension costs — and asked staff to include clear numbers for taxes and fees, timelines for each service, and a communications plan for affected property owners. The motion to proceed with a fiscal plan passed; staff will prepare the plan, conduct outreach meetings, and return with a policy timeline for preliminary ordinance action and public hearings.
