Council extends scooter operating agreement while urging tougher safety terms for next RFP

Council members debated public-safety concerns before approving a one-year extension of the operating agreement for dockless scooters to allow staff time to develop an RFP. Council Member Pete Festersen highlighted recent tragic incidents in the region and urged attention to helmet use and illegal e-motorbikes.
Hannah Deppenu (Public Works) said the forthcoming RFP would be open to any operator and allow renegotiation of terms if the city chooses; she estimated two or three vendors might bid in addition to the incumbent. Law Department counsel noted state law complicates mandatory helmet requirements and said helmet mandates could conflict with state preemption.
Council approved the extension 6–0 while directing staff to develop stronger safety and operational terms for the next procurement.
