Council lays over contested Pacific Street apartment proposal after neighborhood opposition

Developer Ryan Spellman said the project at 7630 Pacific would add roughly 34 units in a corridor the applicant described as appropriate for higher-density redevelopment. Spellman and other proponents said proximity to employment centers and prior meetings with neighbors supported the plan.
Multiple neighbors testified in opposition, citing a five-story height that they said does not fit the surrounding residential lots, insufficient parking, safety concerns about the driveway onto Pacific Street, and inconsistent variances. "It's going to be a mess," said Louie Dirks, who raised concerns about tight garage entries and deliveries blocking the street.
Public Works and Planning staff answered council questions: Austin Rouser (Public Works) said the property has a right of access off Pacific and that staff worked to ensure applicable driveway codes are met; Dave Fanslaw (City Planning) confirmed the applicant requested a 1:1 parking ratio (34 stalls) and said the department is working on a parking amendment to allow the proposed ratio.
Council legal counsel explained the public hearing could remain open if the council chooses to lay the matter over for a vote, with testimony today preserved for next week's record but without repeat testimony unless specifically invited. After discussion the council voted 6–0 to lay the public hearing and vote over for one week to allow more outreach and review.
