Councilman Jeffrey Shilling said the arrangement is largely a cash-flow mechanism: "So it's you know, the cash flow deal more than it's not an expenditure from the city, we do get all the money back on that." Staff confirmed owners who do not perform permitted work or pay upfront will have the cost assessed to their property taxes over a five-year period through the county auditor. Staff added ADA ramp upgrades identified as part of the project will be performed by the city and therefore reduce the amount assessed directly to owners.
Committee members did not debate alternative funding sources at the meeting and approved the resolution to proceed; the next administrative steps are notice mailings and preparing bid documents.
