Ross council forms two-member subcommittee to review architect SOQs for Civic Center project

The council voted 4-1 to establish a two-member council subcommittee to assist staff in reviewing statements of qualifications (SOQs) from architects and engineers responding to the town's RFQ for the Civic Center project.
Project manager David Kelly told council staff received 10 SOQs from firms with civic-facilities experience and recommended a short-listing and interview phase. Council debated whether the subcommittee should include citizens from the CAC and whether that would trigger Brown Act rules. Town attorney Miriam Sleeman explained that an advisory subcommittee composed solely of fewer-than-a-quorum council members is an exception to the Brown Act, but adding private citizens would create a Brown Act body and raise conflict-of-interest considerations.
After discussion, the council chose two council members to serve: Council member Elizabeth and the mayor (as stated on the record). The subcommittee will act in an advisory capacity, consult with the CAC as needed, and return recommendations to the full council for final selection and approval of any professional services agreement.
