Resident alleges selective enforcement, questions town letters and demands documents

Paul Pagliarulo attended to seek clarification on three letters he received from the town and asked that future correspondence not be delivered by the police with a "return receipt." He said he reported, on or about May 5, 2025, a business he believed violated the sign ordinance and alleged that the town did not treat his complaint fairly and that, after he reported the perceived violation, he was contacted and threatened by the business owner. Selectman Gene Chandler said he does not recall contacting the business owner and the town's response letter said Selectmen do not recall the incident.
Pagliarulo said he paid $12,000 under a contract that he said guaranteed fair treatment and told the Selectmen he feels "not being treated fairly." He also presented photographs he said show other town signs that violate the ordinance. The board replied that other signs do not change the town's evaluation of his property. After additional exchanges about signage and later about alleged camping on his property, Pagliarulo served the Selectmen and the Town Administrator with a right-to-know request for documents related to his property.
