Staff reported repeated failures in concrete panels on the apron project after pours produced cracks and did not meet specified flexural strength. The contractor has removed and re-poured panels multiple times; staff and FAA inspectors have refused to accept failing panels and the cost of removal rests with the contractor.
"The concrete panels continue to fail... The FAA won't accept it. I won't accept it. So they have to tear it out," the director said. A construction presenter added the specification calls for 14 days after paving before opening unless flexural-strength tests allow earlier use; the full 28-day strength curve remains part of the quality program.
Board members and staff said crews are pouring in multiple night shifts to complete the remaining concrete work; the airport QA manager and an independent third-party testing firm oversee acceptance and the airport has the final say on pass/fail for panels. Staff emphasized that repeated rework increases schedule risk but noted contractor bears removal costs.
