Penny Parker of Frog Hair Management told council she arranged the rental after an earlier request for a temporary structure was denied and said she “cannot be asked to sit in 100-degree weather and have no security for handling funds.” Councilors discussed whether insurance proceeds or county funds could cover the expense, and whether to approve a temporary monthly rental payment (the rental cost cited was $500 per month; transport and setup $2,000). Councilors suggested approving setup and transport reimbursement now and revisiting a six-month rental stipend if needed after staff confirms funding sources and procurement rules.
