San Dimas housing authority selects Star Mobile Home Park Management for two senior properties

Staff presented the results of a reissued request for proposals and recommended Star Mobile Home Park Management to provide property‑management services at Charter Oak Mobile Home Estates and Monte Vista Place senior apartments. Lily Flores, housing manager, told the council that the RFP process drew five proposals (four responsive), included interviews and reference checks, and concluded with Star’s selection based on experience and service commitments.

The proposed agreement includes a management fee of $7,200 per month for Charter Oak Mobile Home Estates and 5% of gross revenue per month for Monte Vista Place Apartments; staff said the contract term would be five years commencing Aug. 1, 2026. Gloria Garcia, Star’s regional property manager who will staff the account during transition, told the council the firm has experience managing senior communities and emphasized on‑site presence and resident communication. The council approved the agreement 5‑0.
