Keller commission recommends UDC change to require SUPs for veterinary and kennel uses in Town Center Medical Overlay

The City of Keller Planning & Zoning Commission on July 28 voted unanimously to recommend an amendment to the Keller Unified Development Code that would change veterinarian clinics and kennels/grooming‑only uses in the Town Center Medical Overlay from "permitted by right" to uses allowed only by specific‑use permit (SUP). Staff said the change corrects an omission after 2024 updates to the Town Center zoning district and aligns the overlay’s animal‑service rules with the Town Center district.
Planning staff explained that the amendment updates Article 8, Section 8.18 of the UDC (UDC‑2607‑0007) and noted public‑notice requirements for UDC text amendments, including publication in the local newspaper ten days before the public hearing; staff reported no public comments on the proposal. "We're proposing that they are done by specific use permit," planning staff said, describing the change as identical to a July 14 UDC amendment that applied to the Town Center zoning district but had inadvertently left the Medical Overlay unchanged.
Commissioner John Scott moved to adopt the language as presented; another commissioner seconded and the motion carried 7–0. Staff will forward the Commission's recommendation to City Council for consideration on Aug. 18, 2026. The amendment, if adopted by council, would require future veterinary and kennel/grooming‑only businesses in the Town Center Medical Overlay to undergo SUP review and public notice prior to approval.
Why it matters: moving a use from "permitted by right" to SUP changes the approval pathway, adding a public hearing and potential conditions when such businesses are proposed in the overlay area.
