As one councilor stated: "As a point of order, that is correct. You wanna move the motion 1st, then you move the amendment, vote on the amendment, and then vote on the motion as amended." The clerk conducted roll calls after the procedural clarification. After discussion, the chair confirmed the adopted ordinances and the meeting proceeded to adjournment.
