Jean Somerville, senior vice president for procurement and contracting, told the committee procurement had performed a comprehensive review of restitution records for FY24–25 and could not locate a $167,000 outstanding restitution amount. Somerville said open restitution matters exist but date only to recent months and that procurement would provide details and supporting dates as requested by the committee.
Petuna Cooper told council members the allegation stemmed from staff reports that money had been used or otherwise was missing from the account and that OAC had raised the issue to get it remedied if necessary. Committee members asked procurement to follow up with exact dates and documentation.
