WPCA awards design contract for Broadbridge Avenue sewer upgrade

The Water Pollution Control Authority voted to award design-phase services for a sewer upgrade on Broadbridge Avenue (from Marina Drive to Greenfield Avenue) to Tie and Bond for $55,900. Chair opened action item 1 and a committee member moved to approve the award; the motion was seconded and passed by voice vote.

Mister Casey, the town engineer, told the board his office completed a 2016–17 capacity and metering analysis that identified surcharging—periods when the sanitary sewer backs up—at several locations including Broadbridge Avenue south of Marina Drive. "We solicited 3 proposals from engineers that were on the purchasing agent's preapproved list," Casey said, and recommended Tie and Bond "based on the lower fee they had for the design phase." Casey emphasized the work is a sanitary sewer project, not a stormwater project, and that the design phase will inform any future construction decisions.

The board discussed differences in proposed construction inspection and administration fees, which Casey said largely reflect the number of man-hours proposed (Time Bond estimated full-time oversight while others proposed periodic oversight). After brief questions about exact pipe routing and connection points—committee members clarified the line runs north of Barnum Avenue and ultimately connects toward Main Street—the board put the design award to a voice vote. The chair announced "The ayes have it."
