DCHA leadership says major fixes underway, urges patience as reconciliations continue

Raymond Skinner, chair of the DCHA Board of Commissioners, and Executive Director Keith Pettigrew told the Committee on Housing that DCHA has begun implementing parts of its three‑year recovery plan and has brought in outside advisers to help stabilize financial systems.
"This report gives a snapshot of where the agency is in implementing its 3 year recovery plan," Skinner said, citing an Impact Report he offered the council. Pettigrew outlined recent operational metrics the agency says it has improved since his arrival, including rehabs and voucher placements, and said DCHA has engaged outside firms and consultants to support reconciliations and process redesign. He also said, because of pending litigation, he could not answer all questions on personnel decisions.
Board and agency witnesses stressed that many OAC observations reflect long‑standing system and conversion issues — including a move to a new Yardi enterprise system during a period of remote work and staff turnover — and that reconciling beginning balances, closing out FY24 items and establishing month‑end close procedures are central to remediation. The board asked OAC to review supplemental documentation the agency delivered on Dec. 31 before deciding whether a forensic audit is warranted.
