When an attendee asked how a state with limited data infrastructure should begin, Claire Luz and other panelists urged a pragmatic, partnership-first approach. Claire recommended convening a neutral convener, building a shared definition and goals, and beginning evaluation planning immediately so that future research is anchored in initial questions. “Just start bringing people together and, developing those relationships and making sure that it's inclusive and everybody feels respected,” Claire said.
Panelists also emphasized breaking the work into manageable steps to produce early wins and build momentum. Presenters recommended mapping what data already exist, prioritizing concrete evaluation questions and using virtual convening to reduce cost. They advised keeping the long-term vision in mind while pursuing achievable short-term actions to create proof points that sustain engagement.
