White asked DHCD to provide a breakdown, by the close of the record on Jan. 27, of how the energy-efficiency and electrification standards under consideration would likely affect per‑unit production cost and project timelines. Director Green said DHCD could produce an estimate but would need to consult the Department of Energy and Environment (DOEE) to complete the analysis.
Councilmembers also debated the reporting cadence in the bill: some supported semiannual reporting to keep the public informed, while DHCD recommended annual reporting as industry change may not move quickly enough for six‑month cycles. White noted the bill has been referred to many committees and emphasized the need for clear, comparable data across agencies.
