New tools guide states to align workforce data sources with evaluation questions

Stephen McCall of PHI and Julie Bershadski of the Institute on Community Integration described complementary tools designed to help state teams strengthen workforce data systems and align data sources to evaluation questions. McCall said the first tool encourages teams to brainstorm partners, identify each partner’s value proposition and determine how partners should engage (advisory, work group, project team). “The first is to identify and engage partners,” McCall said, emphasizing partner roles in data collection and reporting.
Bershadski walked through a tool for documenting data-source administrative details (owners, stewardship, statutory basis), population coverage (programs, settings, worker types), workforce elements (size, compensation, credentials), data characteristics (unit of analysis, frequency, recency) and data quality. She recommended scoring each source for coverage, content, quality and timeliness, documenting gaps and prioritizing fixes based on impact and feasibility.
