Panel advances bill to extend homebuying aid to DC transit workers

The Committee on Housing voted to report the Home Purchase Assistance for Transit Workers Amendment Act of 2025 (B26-98), which would expand eligibility in the District’s Employer-Assisted Housing Program (EHAP) to include public transit workers who operate and maintain Metro bus, Metro rail, MetroAccess and the DC streetcar. Chair Robert White said the change is intended to help transit workers live in the communities they serve.
White noted the committee refined the bill’s definition of "public transit employee" to limit eligibility to workers in district-funded systems and said the EHAP program has had "an average surplus of $2,300,000 annually over the past 4 fiscal years," which he cited as evidence the program can support expanded eligibility without reducing access for current participants. The committee reported the bill with leave for staff to make technical and conforming changes and the motion passed unanimously.
