DHS and DCHA outline progress and set 120‑day lease‑up target; committees seek milestones

Acting DHS Director Rachel Pierre gave a data breakdown of the lease‑up journey and said the agency has cut time in several stages in recent years. DHS called the process five stages — match to assignment, assignment to application, DCHA eligibility review, voucher issuance to unit search, and RFTA/inspection to lease — and said recent steps reduced many stage averages while noting roughly 1,100 households remained in active housing search.
DCHA Executive Director Keith Pettigrew said the authority has improved eligibility processing and added landlord liaisons and owner orientations. Both agencies committed to jointly publish the consultant’s process‑review crosswalk and a follow‑up report the week following the hearing, and DCHA said it will work to publish common RFTA rejection reasons, expand landlord training and pilot dashboard capabilities. Committee chairs asked agencies to return in early 2026 with progress data and the results of any pilots.
