Providers, small landlords and tenant advocates told the committee that RFTA packet completeness is a recurring chokepoint. Panelists described repeated rounds of missing documents, ownership verification issues and inconsistent owner‑portal updates that push inspections out and force tenants to restart searches. Jill Coppock (Everyone Home DC) and Chapman Todd (JDOT) urged clearer RFTA templates and upstream review to stop minor errors from becoming months of delay.
DCHA said the agency uses a checklist and an owner portal and that inspections are scheduled only after a completed packet arrives; the authority said common rejections include missing owner/ownership documentation and incomplete utility/payee fields. DCHA also said landlords can access orientation and vendor registration ahead of submitting packets; it recently launched landlord liaisons to answer questions. Committee members asked DCHA and DHS to pilot automated checks, supervisory ticklers and to publish a prioritized list of the most common missing‑document reasons so applicants and landlords can fix them before submission.
