Council reviewed PennDOT's installation of a catch basin at 104 East High Street and approved a retroactive easement with property owner Anthony Hickey to allow the borough to install an adjacent catch basin and connect piping. Under the agreement the property owner will dig and maintain the ditch linking the PennDOT basin to the borough's catch basin; the borough accepted responsibility for the two basins and approximately 60 feet of pipe between them.
The solicitor will draw up the formal easement agreement with the property owner to memorialize responsibilities. Councilor Osborn moved the retroactive easement motion and Councilor Kerns seconded; the motion carried unanimously.
