Staff explained that the municipal code provides for allocating six units per year, with unused allocations carrying forward; decades of low project completions left an accumulated bank of 56 units.
Directors asked whether the People's Self-Help Housing project was included; legal counsel and staff said it is separate from the general pool. The motion to maintain the allocation passed unanimously by roll call.
