Several directors pressed RCS and staff for return-on-investment estimates and asked how the budget amendment should be allocated among general and enterprise funds; legal counsel recommended splitting the budget among water, wastewater and general funds and staff agreed to do so. Public commenters raised procurement-process concerns and asked to see competing proposals; staff said they solicited quotes, found some nonresponsive vendors and chose the responsive firm they judged best for the scope. The motion passed on a roll-call vote (5-0).
