Board postpones East Ranch Community Park Phase 3 adoption pending site visit and funding plan

After extended public testimony and director discussion, the Cambria CSD board voted unanimously on March 12 to continue action on the East Ranch Community Park Phase 3 plan until a joint field visit with the PROS ad hoc committee and staff can be held. Directors raised multiple concerns: several proposed features appear inside a mapped floodplain, maintenance costs and responsibilities were not fully quantified, and some board members stressed limited district maintenance capacity without external funding.
PROS committee chair Shannon Sutherland and other proponents said the plan is conceptual, urged adoption in principle and offered to organize a 501(c)(3) to handle fundraising and maintenance. Legal Counsel Carmel warned that relocating features after adopting a specific layout could require county re-approval and additional environmental work. Vice President Dean recommended a site walk with flagged floodplain boundaries and the district's engineer present; the board directed staff to coordinate a joint site visit and continue the items at a later meeting.
