Resident challenges CCSD weed-abatement billing; staff says records show contractor photos and plans RFP

At the March 12 Cambria CSD board meeting, resident Jeff Hellman described receiving an $839 weed-abatement bill he said did not match the on-site activity shown in the district's photos. "We didn't see a dump truck. We didn't see any containers. All we got is a bill in the mail," Hellman told the board, noting photos showing two people on his parcel but no visible work.
General Manager McElhaney said staff had responded to Hellman's public-records requests by sending before-and-after photos and explained that contractor mobilization and the scope (clearing 200 to 600 lots over three weeks) drive costs. McElhaney told the board staff will issue a new RFP for the weed-abatement contract now that the existing two-year term has expired. "The contractors are expensive because they're mobilized and are basically charged with clearing anywhere between 200 to 600 lots in about three weeks," McElhaney said. The board did not take an immediate enforcement action at the meeting and guided staff to continue responding to records requests and refine future contracting.
