Mr. Felipe Martinez moved to adopt the resolution and Mr. Pete Lara seconded. The clerk recorded a vote of five ayes and two members absent (Mr. Ruiz and Mrs. Berry); the motion carried. The board did not set immediate procurement actions at the meeting and positioned the resolution as authorization to pursue the incentive program and related infrastructure planning.
