Agency official calls for reforms and a cap to Mass Save and other clean-energy charges

An agency official said Mass Save — the state's energy-efficiency program — should be reformed and that spending on the program should be capped to ensure ratepayer and taxpayer dollars are used efficiently. "Another thing I've said is that we ought to cap that right now, cap the spending right now on Mass Save," the official said, and urged review of program spending.

The speaker also described prior administration actions to remove unnecessary charges from bills and to return money to customers to help during hard winter months. She argued some clean-energy programs have grown too large or outlived their purpose and should be lowered, reformed or ended, so that dollars are spent in ways that most effectively lower costs for residents.
