Council schedules hearings Aug. 5–6 and a term sheet vote for Aug. 12; negotiating baton moves to joint authority

City staff and the mayor outlined the next steps: public hearings with testimony will be held on Aug. 5–6, the council will deliberate and vote on the term sheet on Aug. 12, and a joint authority (as contemplated in SB 1501) will be established to coordinate state, county and city oversight of any public contribution and the renovation process.
Staff stressed that the term sheet is intended to be the framework for negotiations — a baton handed to the joint authority and negotiators to develop the long-term lease and development agreement for final council action later in the year. Councilors and Blazers representatives agreed to continue exchanges and to provide written redlines and supporting materials as soon as practicable.
